Types of transport develop unevenly

According to Hai Phong’s logistics service development planning orientation to 2025 and vision to 2030, the city will develop a variety of services in the logistics chain, in order to enhance the value of logistics services for each customer. tons of goods through ports.

Specifically, in the period 2020 – 2030, Hai Phong will build 17 types of services in the logistics chain including: loading and unloading, warehousing to support marine transport, warehousing to support all modes of transport, delivery, shipping agents, customs clearance agents, other services, wholesale support, marine transport services, inland waterway transport services, railways, aviation, multimodal transport, inspection , transportation support services…

At the 2022 Logistics Forum, Mr. Tran Luu Quang – Secretary of Hai Phong City Party Committee said that the growth rate of logistics services in the city is about 20-23%/year, contributing to the growth of GRDP of the city. city ​​from 13-15%/year.

According to Hai Phong Maritime Port Authority, the amount of goods through Hai Phong seaport area in the first October of 10 reached 2022 million tons, up 6,758% compared to September, up to 7,9% over the same period.

Of which, container goods reached 530,73 thousand Teus, an increase of 6,7% compared to September and a sharp increase of 9% over the same period. Non-containerized goods reached 18 million tons, up 0,808% compared to September and up 19% over the same period.

However, reality shows that the development of logistics services and investment in logistics infrastructure in Hai Phong still has many limitations.

According to the Hai Phong Department of Transport, more than 80% of goods output after passing through Hai Phong’s seaport system continues to flow by road, while this traffic network is overloaded, causing great pressure. onto the transportation system.

Railway transport is outdated, stations have almost no warehouses and warehouses to transport containerized goods, and specialized equipment for loading and unloading containers at railway stations is also lacking, inconsistent, and not connected. to the port system of Dinh Vu – Lach Huyen area. Goods transported by rail only account for 3% of goods throughput at the port.

Hai Phong’s inland waterway logistics transport activities are also too old, with almost only a part of the river transport route from the war and subsidy period remaining. According to experts, due to historical factors, a large number of Hai Phong’s ports were previously mainly located deep in the river. Many small and fragmented ports, these ports are often located in residential areas, the traffic connection system is limited and inconsistent, causing waste of land resources and causing traffic congestion behind the port. , cargo congestion at ports during peak times. Not to mention, small ports located in rivers and inland have limitations such as narrow channels and low berth depth, leading to businesses having to invest in dredging and maintenance to ensure ship safety. focusing entirely on commodity production leads to inefficient exploitation.

Businesses operating in the logistics sector are still small and provide fragmented services, leading to increased costs and time during the transportation of goods. The application of information technology and digital transformation to improve the efficiency of transportation and logistics activities has not received adequate attention from businesses.

Solutions for developing logistics services in Hai Phong

Ports No. 1 and 2 of Hai Phong International Gateway Port (a deep-water port capable of receiving ships of over 130.000 tons, bringing goods from Hai Phong directly to the continents) have been put into operation and use. since 2018. The Prime Minister also approved the investment policy for the construction project of wharfs 3, 4, 5, 6 at Hai Phong international gateway port.

Hai Phong’s inland waterway logistics activities are also too old

However, practical operations at ports No. 1 and 2 show that, if according to the Planning for Development of Vietnam’s seaport system to 2020, with an orientation to 2030, the length of each port is 375m, only receiving Ship size up to 100.000 DWT (8.000 Teus). Meanwhile, according to experts, from 2004 to present, ship sizes of 12.000 Teus or more have lengths from 366 – 399m. By 2023, ships with a length of 366 – 399m are expected to dominate. This shows that the construction of the water port behind Lach Huyen is facing technical, economic and organizational problems.

In that context, to implement Resolution No. 45, Secretary of Hai Phong City Party Committee Tran Luu Quang said that the city has set out key tasks and solutions to promote the development of logistics services in the area. table.

That is: promoting administrative reform and digital transformation in the fields of seaports and logistics. Strengthen investment attraction, trade promotion, form specialized logistics service chains with high added value and regional links.

Planning and building large-scale, centralized logistics zones, associated with seaport systems, industrial parks, and economic zones, with synchronous, modern and smart infrastructure.

At the same time, promote the mobilization and effective use of resources to focus on investing in the construction of a number of key infrastructure and transportation projects with regional connectivity such as: The remaining wharves of the International Gateway Port Hai Phong, upgrading Cat Bi International Airport, upgrading the transportation system connecting to localities…

Besides, there is research to build and develop a number of human resource training facilities to serve the field of logistics services.
